Using mesh network technology it is very possible to setup a wifi mesh network clear across Campbellton. Using inexpensive technology may slightly affect quality but not much, maybe 10-15% loss in bandwidth and signal quality.
Creating an internal network would yield great results in the sense that bandwidth costs are cut down to almost nothing as no outside internet gateway is being used. Internal web servers and various services can be setup and refined to give the internal network structure and content.
The other route is to allow internet access through wifi network but this will essentially come down to paying for bandwidth, metering user bandwidth usage & adding limitations to keep things affordable.
In a sense one could go both routes and create internal network with restricted “Internet” access through gateway.
Funding for project would be in the 1000-3000$ range depending on route taken and hardware used.
Although I have done some testing nothing is conclusive at this point.
